Saudi Arabia Announces new rules for worker recruitment

The Ministry of Human Resources & Social Development (MHRSD) has issued a new set of guidelines governing the recruitment of domestic workers in Saudi Arabia. Under the new directive, employers found violating recruitment rules will face a fine of SR 20,000 (approximately US $5,300) and a three-year ban on recruiting new domestic workers.

The guidelines stress that employers must ensure a safe and respectful work environment for domestic workers, adhere to the terms of the employment contract, and refrain from charging workers any fees related to recruitment, job change, transfer of sponsorship (iqama), or work permits.

According to the new rules:

  • Domestic workers must receive the agreed salary and benefits as per contract.

  • Employers must provide weekly rest day and annual leave (after two years of service, a full month leave is mandated) in accordance with the regulations.

  • Work hours, rest days, and living conditions must comply with Saudi labour laws and respect all parties’ rights.

The MHRSD emphasized that these reforms aim to protect the rights of domestic workers and ensure fair treatment, in line with the Kingdom’s vision to improve labour standards and enforce accountability.

Employers and recruitment agencies are advised to review their processes immediately and comply with the new rules to avoid severe penalties.
