The Royal Commission for Riyadh City has launched the Real Estate Balance platform, allowing Saudi citizens to apply for residential land plots in Riyadh, priced at no more than SR 1,500 per square meter.

Applications are open until October 23, 2025, and eligibility results will be announced on November 9, 2025.

The program will make 10,000 to 40,000 planned and developed plots available annually over the next five years.

Eligibility criteria include: being married or at least 25 years old; having lived in Riyadh for at least three years; not owning property elsewhere.

There is a 10-year restriction: beneficiaries cannot sell, rent, or transfer the land during this time, except for mortgages to finance construction. If the land remains undeveloped, it will be repossessed (with compensation at original price).
