Oman Launches Cultural Visa & Residence for Global Artists and Researchers

Oman has launched a new Cultural Visa and Cultural Residence category under Decision No. 156/2025, officially effective from November 10, 2025.

The visa is intended for foreign artists, researchers, and other cultural professionals, allowing them to temporarily reside, work, or collaborate in Oman. Host organizations (such as the Ministry of Culture, universities, or cultural centers) will take responsibility for the visa holders during their stay.

Under the new regime:

  • The visa can be issued for 1, 5, or 10 years, with a fee of OMR 50/year.

  • A “joining” visa/residency is also available for spouses and first-degree relatives.

  • The visa must be used within 3 months of issuance, otherwise it becomes invalid.

Objectives of the Cultural Visa:

  • Promote knowledge exchange and cross-cultural collaboration.

  • Establish a legal framework for foreigners contributing to Oman’s cultural and artistic sectors.

  • Support Oman’s Vision 2040, strengthening cultural openness and positioning the country as a hub for intellectual dialogue. 

Officials view this visa as a strategic move to attract global creative talent, boost cultural tourism, and foster long-term collaboration between Oman and the international cultural community.
