Kuwait Offers On-Arrival Tourist Visas to GCC Residents

The government of Kuwait has issued Ministerial Resolution No. 1386 of 2025, allowing residents of any Gulf Cooperation Council (GCC) country to obtain a tourist visa on arrival at entry points into Kuwait. The decision, published in the Official Gazette, comes into immediate effect.
To be eligible, applicants must hold a valid GCC residence permit with at least six months of remaining validity. This new policy replaces the previous resolution (No. 1228 of 2008) and removes any conflicting provisions. The Ministry’s Undersecretary is overseeing the implementation of this update.
This move aligns with Kuwait’s broader efforts to simplify travel and boost tourism within the region.
At Kuwaiti airports and land borders, eligible travelers can apply at designated immigration counters. Officers will check residency permits, ensure the six-month validity, and verify travel documents before issuing the visa on the spot. The Interior Ministry said the move aims to align Kuwait’s entry rules with regional trends and ease travel for the expatriate population in GCC states.
